Samoa legislative assembly pushes back at Samoa Observer

Apia, SAMOA — The Samoa legislative office is reacting to claims made by the Samoa Observer article of Sunday, 24th January 2021 headlined; “Brand new Parliament Building springs leak”.

In a press release issued yesterday, the Clerk of the Office issued the following statement:

While we do not condone the unethical behaviour of disclosing confidential official matters which concerns only the Project Steering Committee and its Contractors, this succinctly clarifies what was printed in the Sunday Samoan article.

Only an individual with an appreciation of modern architecture and engineering structures can recognize the high level of project management, contract administration, design thought process and construction that went into building this project.

It is common in construction for a building to be occupied while defects are being remedied until the Defects Liability Period (DLP) expires. In saying that, it should be clarified that contractually, the DLP for the Parliament building is still in effect and expires when ALL the building defects (which includes the roof) have been addressed.

It is anticipated that once the COVID19 travel restrictions are lifted, the subcontractors would then be able to travel to Samoa to inspect the roof. Meanwhile, we are working closely with the Contractor to resolve the matter.
