Senate vote to confirm new DPS Commissioner falls short
Pago Pago, AMERICAN SAMOA — The Senate on Thursday declined to confirm Governor Pulaali‘i Nikolao Pula’s nominee for Commissioner of Public Safety, Commander Lauti Tautalasoo Moliga, after the vote fell short of the required threshold.
Only nine senators voted in favor of the nomination, while five opposed. Confirmation requires ten affirmative votes, leaving the nominee one vote shy. Four senators were absent during the session: Senate President Tuaolo Manaia Fruean, Togiola Tulafono, Gaoteote Palaie Tofau, and Tupuola Sopoaga.
Earlier in the day, the Senate Public Safety Committee, chaired by Senator Olo Uluao Letuli, convened a short confirmation hearing for Moliga. The chamber was filled with relatives, supporters, and senior personnel from the Department of Public Safety, including former Commissioner Lefiti Pese, who attended to show solidarity.
Senior Senator Muagututia Tauoa told colleagues he had spent several days reviewing Moliga’s résumé and service record. He said he was convinced the nominee possessed the experience and temperament needed for the role, adding that Moliga should have been appointed “long ago” following the departure of former Commissioner Taaga. Muagututia described Moliga as another “proverbial bird of the flock” whose moment to lead had arrived. He encouraged the nominee to rely on the wisdom of veteran DPS officers and to prioritize fairness, professionalism, and the public interest. Muagututia then moved to close the hearing.
Senator Levu Iosia offered brief remarks, saying he had no questions for Moliga but wished to express his full support. He urged the nominee to confront the territory’s growing drug problem and said he believed Moliga was prepared to take on the responsibilities of commissioner.
Senator Tuanaitau Malaki Togiola also endorsed the nomination, advising Moliga to uphold the rights of the public and ensure equal treatment of all DPS personnel. His only questions concerned Moliga’s age and length of service. Moliga responded that he is 53 years old and has served with DPS for 33 years.
Committee Chairman Olo Letuli added his own endorsement, noting that he had served alongside Moliga in the American Samoa Army Reserve and could personally attest to his dedication and discipline. He said Moliga had the character and experience necessary to lead the department.
Moliga thanked the senators for their comments, saying he was encouraged by their confidence in him. He pledged to apply their advice to strengthen the department and improve public safety. He also expressed gratitude to the Governor for nominating him and acknowledged the relatives, friends, and DPS staff who attended the hearing in support.
With the confirmation vote falling short, Moliga’s future as the Governor’s nominee remains unresolved. The administration has not yet indicated whether it will resubmit his name, seek reconsideration, or put forward a new candidate.
