Mother claims village mayor assaulted her teenaged son
Pago Pago, AMERICAN SAMOA — A concerned mother reported to the local authorities, on January 13, 2026, that the village mayor allegedly assaulted her 17 year-old son, at approximately 10 p.m., near a bus stop by a family residence.
The matter was formally reported to police the following day after the victim’s mother observed visible injuries to her son’s eye. T
The defendant, Kamuta Laufisa was later charged with:
Count 1: Public Peace Disturbance, a class B misdemeanor punishable by imprisonment for up to six months, a fine not to exceed $500, or both imprisonment and fine; and,
Count 2: Assault in the Third Degree, class A misdemeanor punishable by imprisonment for up to one year, a fine not to exceed $1,000, or both.
The defendant was held without bail.
According to police records, officers responded to the complaint on Jan. 14, 2026, after the victim’s mother contacted authorities to report that her son had been assaulted the previous evening.
Upon arrival in Faleniu, officers met with the mother, who provided a summary of the events. With her consent, officers conducted an interview with the minor, documenting his account of what had occurred.
The victim stated that he had been at his uncle’s residence near a bus stop when the incident began. He explained that individuals gathered in the area detected the odor of marijuana, which prompted the mayor to approach him and question whether he had been smoking. The victim denied the allegation. He further stated that the mayor appeared to be under the influence of alcohol and began scolding him in an aggressive manner.
According to the victim, the mayor instructed him to leave the area and warned that he would strike him with a beer bottle if he did not comply.
Fearing further confrontation, the victim said he left the residence and walked to a nearby bus stop, where he sat alone. A short time later, his father drove by and noticed him crying. Concerned, his father stopped and asked what had happened. Although the victim initially hesitated to explain, he later disclosed the encounter once they returned home.
According to statements, the victim’s father became upset upon hearing how his son had been treated and decided to return to the residence to confront the mayor. This confrontation reportedly escalated into a heated argument and eventually turned physical.
Witnesses stated that both individuals engaged in an altercation before being separated, after which the father returned home.
Despite the earlier confrontation, the situation did not end there.
Later that same evening, the victim returned to the bus stop to spend time with relatives. While seated there, he was again approached by the mayor. According to the victim, the mayor initially appeared calm and patted him on the back, giving the impression that he intended to resolve the earlier conflict.
However, without warning, the mayor allegedly struck the victim in the left eye with a closed fist. The victim stated that he immediately left the area and returned home following the incident. The following day, his mother noticed redness and swelling in his eye and questioned him about the injury. It was at that time that the victim disclosed the alleged assault, prompting his mother to report the matter to police.
As part of the investigation, officers proceeded to the residence where the initial confrontation had occurred and interviewed a witness who was present during both incidents. The witness confirmed that the mayor had earlier scolded the victim and that a confrontation later occurred between the mayor and the victim’s father. She further stated that later that evening, while she and the victim were seated at the bus stop, the mayor approached and struck the victim in the eye. The witness reported that she attempted to intervene to stop the situation before the victim left the area.
Officers later made contact with the mayor, who agreed to provide a statement regarding the incident.
According to his account, he admitted that he had been consuming alcohol at the time and that he confronted the victim after detecting the smell of marijuana. He acknowledged scolding the minor and chasing him away from the area.
The mayor also confirmed that the victim’s father returned later that evening to confront him, which led to a verbal argument that escalated into a physical altercation. He stated that he was pushed during the confrontation and that others intervened to separate them.
The mayor further admitted that he later encountered the victim again at the bus stop and, still upset from the earlier confrontation, approached him and punched him.
He acknowledged that the victim was a minor and stated that his actions were driven by anger and that he did not consider the seriousness or consequences at the time.
The victim’s father also provided a statement to police, confirming that he confronted the mayor after learning of the initial incident involving his son. He stated that during their confrontation, he was struck in the mouth and responded by pushing the mayor in self-defense before leaving the area. He expressed frustration over the situation, emphasizing that individuals in leadership positions should act as role models and guide youth rather than resort to violence.
Officers documented the victim’s injuries, noting visible swelling and redness in the eye. Photographs were taken as part of the investigation to preserve evidence of the injuries sustained.
Authorities advised all parties involved to refrain from further contact while the investigation remains ongoing. The victim was also advised to avoid the area where the incident occurred to prevent further confrontation.
The case has been forwarded for further review, and possible charges are being considered.
The incident has drawn attention within the community, raising concerns about the responsibilities of public officials and the expectation that leaders uphold standards of conduct, especially when interacting with minors.
