Three men arrested for drinking and carousing in front of a store

Pago Pago, AMERICAN SAMOA — On January 30, 2026, the Tafuna Police Substation (TPS) received a distress call reporting three men who were allegedly causing a disturbance. All three men were arrested following the disturbance involving alcohol consumption and loud noise in front of a store in Tafuna.

The defendants were later arrested and charged as follow:

All the defendants were charged with Count 1: Public Peace Disturbance, a class B misdemeanor punishable by imprisonment for up to six months, a fine of $50, or both imprisonment and fine.

Galuvao and Tautali were charged with an additional charge of Count 2: Underage Consumption of Alcohol, a class B misdemeanor punishable by imprisonment for up to six months, a fine of $500, or both.

The defendants were held without bail.

According to all three court affidavits, filed in the District Court on February 02, 2026, police officers responded to a report at night. regarding a group of males drinking beer and making loud noises outside a store in the Tafuna area. The caller reported that the individuals were consuming alcohol in front of the establishment and disturbing the peace.

Several police units responded to the call, and when officers arrived at the scene, they observed multiple male individuals gathered in front of the store, with three of the men clearly seen holding open cans of alcoholic beverages. Upon noticing the officers’ arrival, four other individuals who were present at the location immediately dispersed from the area.

The three men who were seen holding open containers of alcohol were detained by police at the scene. Officers transported the suspects to the TPS for further investigation.

During the course of the investigation, officers spoke with the store owner who provided a verbal statement regarding the situation. According to the store owner, he had repeatedly asked the group of men not to drink alcohol in front of his store and requested that they leave the premises. However, the group allegedly refused to leave and continued drinking while playing loud music and making excessive noise.

The store owner told police that the incident was not an isolated occurrence. He stated that the same group of men had been gathering in front of the store on a regular basis to drink alcohol. According to his statement, the individuals had been drinking outside the store almost every day during that week, including Wednesday, Thursday, and Friday.

He also explained that the loud music and noise from the group had been disturbing his family. The store owner reportedly told officers that he has three children who have been unable to sleep at night due to the loud noise coming from the group drinking outside the store.

After arriving at the TPS, the three suspects were separated and interviewed individually by investigators.

Two of the men were advised of their constitutional rights before questioning. Police reported that both individuals acknowledged that they understood their rights and agreed to speak with investigators.

During questioning, officers discovered that the two men were both 20 years old.

According to the investigation, the two admitted that they had been consuming alcoholic beverages even though they were under the legal drinking age. When questioned about how they obtained the alcohol, both individuals reportedly refused to identify the person who purchased the beverages for them.

The third suspect, who is 21 years old, also spoke with investigators. According to his statement to police, he told officers that he had just gotten off work and later joined the two younger men in front of the store. He stated that when he arrived, the two defendants were already drinking alcohol at the location.

Following the investigation, the three suspects were formally booked and later transported to the Tafuna Correctional Facility.

Police records indicate that the men were confined at approximately 10:26 p.m. where they remained in custody pending their initial appearance before the District Court.

The defendants are identified as Nicholas Enesi (21 years old), Satunu Tautali and Roliko Galuvao (both are 20 years old).

All are U.S nationals.
