Governor submits nominations for ASPA board to Senate
Pago Pago, AMERICAN SAMOA — Governor Pulaalii Nikolao Pula has presented nominations to the Senate for confirmation to the American Samoa Power Authority (ASPA) Board of Directors, each nominee serving a four-year term.
The nominees for the Board of Directors are Jansen Poyer and Theodore "Ted" Le'iato, with their terms designated to conclude on January 26, 2030.
According to the Governor, Jansen Poyer’s nomination meets the requirements stipulated in the relevant legal framework, which mandates that at least two appointees possess extensive experience in project planning, engineering leadership, and effective communication skills within executive management contexts. A graduate of Faga'itua High School, Mr. Poyer has more than 17 years of leadership in the aerospace engineering sector, including at Boeing and L3 Technologies.
Mr. Poyer is deeply committed to fostering local talent and workforce development. He actively participates in initiatives to enhance capacity-building and training opportunities, contributing significantly to the professional growth of aspiring engineers in American Samoa. This new role will see him succeed Mr. Afalava Eliki Afalava.
Theodore "Ted" Le'iato has been reappointed as an Electrical Engineer. Throughout his 25-year career at ASPA, Mr. Le'iato has worked on generation systems, electrical infrastructure, and project management methodologies. His leadership experience includes a range of management roles.
Notably, Mr. Le'iato has successfully developed and submitted multiple grant proposals, securing millions of dollars in federal funding. These funds have been instrumental in advancing critical infrastructure projects and enhancing the overall resources available within the territory.
