DPS routine patrol happens upon alleged disturbance between neighbors

Pago Pago, AMERICAN SAMOA — On December 8, 2025, an alleged late-night disturbance in the village of Puapua led to the arrest of a woman early Tuesday morning, following reports of aggressive and disruptive behavior that alarmed nearby residents.

The suspect was later arrested and charged with: Count 1: Public Peace Disturbance, a class B misdemeanor punishable by imprisonment for up to six months, a fine not to exceed $500, or both imprisonment and fine.

The defendant’s bail was set at $250.

According to the court affidavit filed in the District Court on Dec. 9th, the incident occurred at approximately 11:45 p.m. while officers assigned to Unit 67 were conducting a routine patrol in the Puapua area.

During the patrol, officers were flagged down by a visibly distressed female resident who reported that another woman was causing a disturbance in front of a nearby residence and behaving in a hostile manner toward her and members of her family.

Officers immediately responded to the location, where they observed people gathered along the roadside. Law enforcement personnel secured the area to ensure the safety of all parties involved and began speaking with residents and witnesses to determine the nature of the disturbance.

While officers were gathering information, they observed a woman walking away from the scene while loudly shouting offensive and aggressive remarks toward the residence and its occupants. Due to the escalating nature of the situation and concerns for public safety, officers moved quickly to intervene.

The suspect was apprehended by officers without physical resistance and was later identified as Aliki Faafetai.

She was placed into custody and secured inside the patrol unit. Officers noted that the suspect exhibited signs consistent with intoxication at the time of arrest.

The police report indicated that the disturbance stemmed from a verbal altercation that began earlier in the evening between the suspect and another individual.

According to statements provided to officers, a female resident attempted to intervene in an effort to de-escalate the argument. Instead, the situation intensified, with the suspect becoming increasingly aggressive and disruptive.

Witnesses stated that the suspect was observed standing in the middle of the roadway while shouting loudly and refusing repeated requests to calm down and remove herself from the public area.

Several residents, including children, were present at the time, adding to concerns about safety and appropriate conduct in the neighborhood.

Multiple attempts were reportedly made by family members to reason with the suspect and encourage her to return to a nearby residence and settle the situation peacefully.

However, these efforts were unsuccessful, as the suspect continued to engage in loud and erratic behavior that drew the attention of additional neighbors.

A written statement by one of the witnesses described the suspect’s actions as extreme and inappropriate, noting that the yelling and hostile behavior appeared to be directed toward members of the household and others standing nearby. The witness further stated that the disturbance caused significant emotional distress among family members, particularly due to the late hour and the presence of vulnerable individuals in the home.

Police were also informed that the noise and disruption had a direct impact on an elderly family member who was bedridden and unable to rest due to the prolonged shouting and commotion outside the residence.

Residents expressed concern that the disturbance showed little regard for others in the community and disrupted the general peace of the area.

Officers were told that the incident was not an isolated event. Statements provided to police indicated that similar disturbances involving the suspect had occurred in the past, contributing to ongoing tensions and concerns among neighbors.

Residents described a pattern of behavior that they said had become increasingly disruptive over time.

After assessing the situation and interviewing those involved, officers determined there was sufficient cause to take the suspect into custody.

Faafetai was transported from the scene to the Leone Police Substation, where she was formally booked.

Following the booking process, she was transferred to the Tafuna Correctional Facility, where she was held pending her initial court appearance.

Police officials emphasized that their response prioritized public safety and the restoration of order in the neighborhood. Authorities also noted the importance of community members reporting disturbances promptly, particularly when situations escalate or involve behavior that may pose a risk to others.

The investigation into the incident has been completed, and the matter will proceed through the District Court in accordance with local law, according to the affidavit.

The defendant is identified as a 28 year-old citizen of Samoa.
