Governor unveils model of proposed 9/29 monument; Treasurer challenges gov’t workers to donate to the cause Friday December 18, 2009

Treasury has challenged other government departments and agencies to come up with a monetary donation to the proposed memorial park for victims of the Sept. 29 earthquake and tsunami.The challenge was made Wednesday night by Treasurer Magalei Logovi’i, when his department performed at the annual Territorial Christmas Program.

Prior to the Christmas program, during the memorial service for the 34 victims of the tsunami, Gov. Togiola Tulafono unveiled the model of the proposed 9/29 Memorial Monument to be constructed on government land in Vaitogi village.

Togiola says the names of the victims etched on the monument will be a reminder to American Samoa to be prepared before a disaster strikes. The Governor didn’t say how much the project will cost or who will pay for it.

During their Christmas choir performance, Magalei announced that his department of 160 employees have collected $320 to go towards funding the monument project. He says each employee donated $2 and presented the Governor with the department’s donation.

Magalei says he challenges all government departments and agencies to do the same and make a special contribution to fund the monument, adding that in the end the governor’s office will be looking to his department for funding.

The territory’s treasurer says that with some 4,900 ASG employees, not including the Judicial and Executive branches and the semi autonomous agencies, $2 donated by each employee is a lot of money that will go to a very important cause.

Architects with the Department of Public Works came up with the blue print for the monument. No additional information has come out of the governor’s office as to who will oversee the project or when it’s expected to start.

At the memorial service, names of the victims were announced for the first time.

The name list, along with their home villages, was printed in the program and announced individually to the solemn ringing of a bell:

OH MY LORD!! Another donation?? What happened to all the donation from the churches and from all the agencies that sponsor samoa tsunami? And now another donation, and the governor didn't yet any blueprint to the project. C'mon Samoa, wake up. Our Governor probably need another additional funds to take care of his personal needs. I'm so stunned and so disgusted with all this donations and needless to say, why mentioned our loved ones who had passed on such a tragic note to try to earn some money for himself on their names. Evidently a good will of gesture have been turn into a circus of whom seems not to understand with goof faith in such way of paying our respect and love. Magalei, thank you for everything. To my respected commentators, Nah, Magalei was only show casing a part of our Culture, loto fesoasoani. I'm confident that the government can fully fund this project, but what make it special is that at least you know you did contribute to it as well. That is what I beleive is the message that sends by Mr. Magalei.

This really takes the cake ASG!!!!, Well, Mr! big man Magalei, you high class ASG Directors/Deputies/Assistant diectors/Managers/Board Presidents/Lt.Gov/Gov/Overpaid members of the Legislature/overpaid unbugeted positions all chip-in and pay for this beautiful awsome idea from our awsome Governor, the least you people can do for our people if you have any feeling @ all!!!!

If you choose to donate your monies to a particular cause as that is your God given choice, so be it; apparently if it is out of your donations to create a fund to pay for the monument, then my friend, that is a different matter in which I was pointing out. The monument if proposed by the government should have with all due respect already been funded by the government and not by its employees; huge difference and perhaps something you ought to be more clear about yourself in understanding. This was a catastrophic event no one expected and by all means should be part of what’s covered in the emergency funding from the government; not out of your pockets! Otherwise, let’s have you also donate to reviving the economy as that may just as well be the very next urgent request coming out of your pockets (if not already). How about you looking into some research on that topic ‘my friend’!! Now go do the right thing SAMOA!

Why NOT the employees including all departments and all branches of the Government of Am. Samoa Business owners to help out?...Are we that helpless, that every time something needs to be done we're quick to ask the government for money, or cry to the U.S. federal Government for help.. The Samoan people can set lots of GOOD examples for our big U.S. Federal for such a small place in the south pacific, to tell the world that we can help ourselves?...Lets not count on free handout from the federal government for something that I know the people of Samoa can pay for by donations, whether it's through labor, materials or money as well as community volunteer(s), in this case the whole island if need be. The future of our children is very important right now, focus on building better schools, homes, a better hospital and more clinics to care for the needs of the our people that are still with us...There's plenty of time to build such memorial, but for now, the well being of the islands future is a prority that is inneed of restructing..What ever funds that might be requested for this park should be put on hold for now..Lets not become or known as welfare people in all of the South Pacific..not that we don't get those perks now, but all I'm saying is, lets not totally depend on the Federal/ASG, be more self sufficiant in most asspect of our lives like our ancestors used to be..The money can be taken away from our people as easy and fast as the ASgovt. finds ways to spend them, but our land and our culture will always be here..The Samoans are known throughout the world for their loving and caring culture, why not show that love and caring culture build the memorial with donations at a later time and leave funds for the schools and the immediate needs of the people? LOCATION: I agreed with Lionhearted, the memorial should be build somewhere in the Pago/downtown area, at the Park by the tennis area or the senior center. Somewhere the majority of the island can see it all the time, not everyone has car or can travel to Vaitogi to see or just to pay respect to their loved ones, bring flowers to it or whatever the case may be, the memorial should be more vissual and more excessible to everyone. The best place in my opinion, is the Fagatogo malae infront of the Fono building, to servers as a reminder to those who works there, everyone's life is important and that everytime they ruled on a bill or a motion that will affect the lives of our people, this is what happened if they don't do the right thing for the people, DEATH(S). "the tsunami is a deadly and devastating thing but, not as deadly and distructive as those who survived and have not learned" the humble children of a mother that surfed this tsunami wave to the sunset. please be wise with the use of your media. it can bring about honest and real changes or continued distruction. a great platform to effectively bring a closure. Samoa hurts, it needs healing. here is a cost-free memorial suggestion for now: the third tuesday of every month, everything at an appointed hour, all trafic, all government, all businesses, schools, must stop for 3 to 4 mins. everyone go outside look up to the sky or down on the ground thank GOD we survive.

I totally understood Mr. Logovi'i's purpose for the Government employees donations of $2.00 for a great cause, but, the Government employees are not the only ones who affected and suffered with this devastation. It affected everybody in America Samoa and around the World. I guess what I'm trying to say to "those who cares" comments is that, it is unethical for management to seek or solicit funds from empolyess for this kind of thing, right? If the employees decided to donate their contribution as a seperate entity to this great cause, then it will be ok, in my view. Is there a code of conduct/ethics in American Samoa or not? To, Lionhearted, and Alofaaga mo Samoa: The government is not asking you to fund the monument. Please take your time to read and understand the contents of what Magaleis purpose of having government employees donating $2 each. Like any other leader, he just wanted goevernment workers (employees) to be strong supporters of a good cause. Donating will also exemplifies how much love they have for those who have lost their lives in such unforseen tragic that had devastated our Island. I'm a government employee, and I did donate, it is a way to show my respect and love for them. I know the government can finance the whole project, but I would like to thank he (Magalei Logovi'i) for a good example as a department head to take the lead in such way of showing our love and respect for those who have lost their love ones. So, to Lionhearted, and Alofaaga mo Samoa, please understand and if it helps to do a little research go for it before you say all those LAPISI for nothing.

Agreed with Aalofaaga mo Samoa's comments how ridiculous this entire idea is.(funding). Governor, how could you held the Government employees responsible for the monument that you recommended? Let me remind you, that you are treating tis issue like a monument for the birds, and not for the victims of the storm/ tsunami on Sept. 29, 2009. This is a historical event, and needed to be treated in a respectful manner. The funding for this monument should have been from the emergency fund, and not from the Government employees. What? I think this needs to be really discussed before being implemented. Who is really going to pay for this... not just for its implementation but in the long run as well. I'm pretty sure no one wants a mounument 10 years from now that is worn down, that would be disrepectful to the people the monument is for.

Now wait just a minute here! I'm all for a monument, but should not that be a community project? The government workers get paid out of taxes, then have to pay some of that in taxes, and then get asked to donate more, well, something isn't right about it. People had better keep an eye on any money ASG takes in for this, be it from its own or anyone else. If this does get contracted out to someone by Public Works or the Gov, you can bet there will be profit, there will be a hefty mark up in cost and you know it! How about the business community? How about the non-government organizations, like the Lions, Rotary, and of course the churches. This does not have to be too expensive people, there is a nice little monument for those killed in the plane crash cable car accident. Take a look at that! I bet Mcconnell Dowell and the ship yard could donate labor and materials at little loss to their businesses. The government will just over spend like always, then gloat about doing it.

Shouldn’t there be an emergency funding in the government’s budget to suffice for such an unexpected catastrophe to the territory to cover such an expense? How is it you can create a monument and then have absolutely no way of covering something the government proposes? How ridiculous is that? The treasurer putting his neck out to the government workers for help sure says a lot on what’s going on with the government’s budget. Next time please have some courtesy and respect for the victims before coming out and making a mock for yourselves. Now go do the right thing SAMOA!
