The U.S. Department of Labor yesterday issued a notice, telling construction companies the steps they must take to ensure U.S. workers are given priority for Guam military-buildup-related jobs.The \Guam Military Base Realignment Contractor Recruitment Standards\ notice was published in the Federal Register.It provides recruitment standards that must be followed \when recruiting United States workers for Guam military base alignment projects funded through the National Defense Authorization Act for Fiscal Year 2010.\The military plans to relocate 8,000 U.S. Marines and their dependents from Okinawa to a new base in Dededo. It is expected to cost at least $10 billion, mostly for construction projects on Guam.The recruitment standards are necessary because federal law prohibits contractors who work on the realignment from hiring foreign workers unless the governor certifies there aren't enough U.S. workers able, willing and qualified to do the work.
