Faipule requests copies of the performance and payment bonds for ARPA-funded LBJ projects
Pago Pago, AMERICAN SAMOA — Faipule Fagaima Larry Sanitoa has recently emailed LBJ Medical Center CEO Dr. Scott Anesi following up on his request to obtain copies of the performance and payment bonds for all ARPA- funded infrastructure projects at the medical center, “given recent reports that one of the companies is unable to proceed with their project.” Fagaima states, “I would like to reiterate my request for these documents.”
While the project is not identified, it should be noted that ARPA-funded projects are under a very tight deadline, as they must be completed by December of this year — before ARPA funding expires or stops.
Fagaima’s original request, made in November 4, 2025, included a request for the 2025 LBJ audit report, the 2026 1st Quarter Accounts Receivable report, and the 2026 1st Quarter Accounts Payable report. The request was made after the LBJ CEO appeared before the House on October 14, 2025, regarding the ARPA-funded projects at the LBJMC.
In his original request letter, Fagaima notes that his request was made in “the spirit of transparency and partnership to confirm that all procurement requirements under Title 10 are being properly observed, consistent with your testimony and the statutory safeguards designed to protect the interests of the American Samoa Government.”
Dr. Anesi’s reply to Fagaima on Nov. 3, 2025, was that he was “currently on duty travel but I have copied ACEO Sunia as well as the rest of the team to facilitate this request.”
Fagaima’s followup indicates that his request for the documents was not met. He is asking that the documents be made available as the Fono reconvenes on March 2, 2026.
The original request letter lists the ARPA-funded infrastructure Project, its Contractor, Start and End date, %completed, and the $amount of the project. Total of projects amounts to more than $36 Million.
