Gov looks at lifting personnel cost containment measures
Governor Lolo Matalasi Moliga is debating if he should lift some of the cost containment measures for the new fiscal year, which begins October 1, 2013. The measures were implemented in January of this year due to ASG’s poor financial condition.
They include unbudgeted personnel actions rescinded, unbudgeted positions suspended and a freeze on annual increments and overtime.
In a memorandum sent out to all Directors, the governor sought their ‘reconciled’ organizational charts for his review and approval and to help in his assessment of the government’s personnel cost containment measures — if they should be lifted for FY 2014.
“Some have sent me your organizational charts but you were requested to reconcile with the DHR before transmitting them officially to me for my review and approval,” said Governor Lolo.
He told directors, “You will not be able to process any personnel actions until your organizational chart is approved by me.”
Lolo also sought the organizational charts of the Department of Education and Department of Public Safety immediately.
(Samoa News should point out that the DOE is the largest employer of the government divisions or departments.)
In conclusion, the governor stated, “It behooves therefore that you [directors] submit your organizational charts for my review after having reconciled them with the DHR before the new fiscal year starts.”
The organizational display — or "org chart" — is one of the documents the lawmakers are seeking for each department and agency to present during budget hearings, which have been postponed to next week. (See ASG high risk story elsewhere in today’s issue)
