No Surpise: House passes amended $10 Mil LBJ bill

The House yesterday approved in third and final reading the amended version of the administration bill seeking $10 million for the LBJ Medical Center off-island medical referral program and the bill will be transmitted today to the Senate for consideration.

The Senate, which reconvenes today, following a three-day recess, has already rejected their version of the administration bill; and, it’s unclear how they will react to this amended version.



Arts Council program kicks off Flag Day festivities

The American Samoa Council on Arts, Culture & Humanities will look at selecting members of the Territory’s traditional dance and singing delegation for the 11th Festival of Pacific Arts, and they will be chosen from this week’s 39th Annual Flag Day Performing Arts Festival, which opens tomorrow night at the Fagatogo Pavilion.

The Arts Council sponsors the annual program, which ends Friday night.



Governor says “no” to ASPA board amendment — again

Gov. Togiola Tulafono has again vetoed Fono approved legislation which seeks to amend the statute that allows the American Samoa Power Authority board of director members to continue to serve after their terms have expired.

Current law states that an incumbent board member may continue to serve after the expiration of a term until a successor is appointed by the governor and confirmed by the Legislature.

Associate Justice Lyle L Richmond has sentenced Jimmy Fidow to seven years in jail, however execution of sentence is suspended and the defendant is placed on a five-year probation under the condition that once the defendant pays off the medical bill for the victim he must depart the territory and must remain outside the territory for his probation period.

The government has yet to submit the medical bill for the victim in this matter.

The defendant was sentenced last Thursday.



Samoa teacher pleads guilty to assaulting child

A primary school teacher in Samoa who was implicated in the death of an eight-year-old pupil last month has pleaded guilty to assault.

Telesia Funa’i, who teaches at Vaie’e Primary School, was originally charged with assault causing death but the charge was later changed when the post mortem found no connection between the assault and the girl’s death.

The girl had a heart condition.

The District Court has set her sentencing for July 22nd.



High Court grapples with joinder motion to try three together for same murder

Associate Justice Lyle L Richmond and Associate Judge Mamea Sala Jr. have ordered the government and the three defendants charged in connection with the brutal beating death of Sio Faumui to provide the court with written statements they expect to present at trial in order for the High Court to make a determination if Nemaia Poamo, Migo Misa and Sefo -aka Raponi Siaulaiga, should stand trial together or separately.

The three men are facing second degree murder.

The statements must be submitted to the court no later than 4 p.m., on Thursday April 12, 2012.

ASCC Marine Science students collaborate

Marine Science students from the American Samoa Community College (ASCC) now have a unique opportunity to work with world-class researchers right here at home.  Dr. Bernardo Vargas Angel, a coral researcher with the Coral Reef Ecosystem Division (CRED) of the National Oceanic and Atmospheric Administration (NOAA), is the project lead in a study being conducted in Fagaalu Bay to monitor the impacts of sedimentation on coral. 



Santorum suspends GOP presidential campaign

GETTYSBURG, Pa. (AP) -- Bowing to the inevitable, Rick Santorum quit the presidential campaign Tuesday, clearing the way for Mitt Romney to claim the Republican nomination.

Santorum, appearing with his wife and children in his home state of Pennsylvania, told supporters the race for him was over, but the fight to defeat President Barack Obama would go on.

He pointedly made no mention or endorsement of Romney, whom Santorum had derided as an unworthy standard-bearer for the GOP. The former Pennsylvania senator stressed that he'd taken his campaign farther than anyone expected.
