“2% —THE NORM”

Dear Editor,

Reading that only 2% of the people taking the Police Academy entrance exam passed the test shocked many readers but when you really think about it 2% is more of a norm here than realized. I'll give you some examples:

1. Department of Motor Vehicles. No license plates available to issue out. No drivers licenses issuance due to material shortages and equipment breakdown. A typical ASG operation — 98% budget for personnel and 2% for operations.

2. LBJ Hospital Management  98% bickering and power struggling, 2% real managing.

3. ASPA. A 2% chance they will ever lower their electric rates below .37 to .40 cents per kilowatt.

4. Tax Office. A 2% chance they will ever bring our tax code back to the present and out of the year 2000.

5. ASG Transparency. An election promise but in reality 98% like Russian secret police and 2% actual transparency.

6. Governor. Governing on-island, 2% this year.

7. Amnesty Program. 2% of over stayers signing up. Our total population is bursting at the seams and far greater than surveys indicate.

8. Jim Brittle — 2% chance of this letter being printed. Sometimes the truth hurts.
